Pressure from counties throughout Texas may be succeeding in getting the state to admit that it is at least partially responsible for overcrowding problems in county jails, Lubbock County Commissioner Coy Biggs told fellow panel members this morning. Biggs, who attended a Conference of Urban Counties meeting in San Antonio on Friday, said the state has agreed to provide 2,000 more beds immediately to help ease overcrowding problems and has tentatively agreed to build 4,000 more beds by Jan. 1.
