AUSTIN — Few things are fait accompli in the Texas Legislature until the last strike of the gavel.
But with only three weeks left in the 140-day session, it is a safe bet — barring an unforeseen last-minute development — Gov. Rick Perry will call a special session on redistricting later this year, perhaps as early as the summer, senior legislators say.
“When you are in May and it doesn’t appear to be a big rush to get an important matter dealt with, I think that very often has a special session on it,” said Sen. Kel Seliger, R-Amarillo.
